MaximsNewsNetwork: 12 April 2012: UNTV: United Nations, New York - The Joint Special Envoy of the United Nations and the League of Arab States, Kofi Annan, briefed the Security Council via video-link on the situation in Syria today (12 April), reporting that the cessation of hostilities appears to be holding. Outside the Council, Ambassador Susan E. Rice of the United States told reporters that "today we saw, for the first time in a long time, a brief positive step" on the part of the Syrian Government. Rice pointed out that this was a "very fragile initial opening" which if "respected and sustained", including by a pullback of Syrian forces from populated areas, "then perhaps we will have the beginning of the six-point plan process that we fully support." Annan's six-point plan to bring the violence to an end includes both the military provisions and a commitment to start a political process that will address the aspirations of the Syrian people. Also speaking to reporters, Syrian Ambassador Bashar Ja'afari said that "the moment of truth has come" and challenged those who "were betting on the failure of Mr. Kofi Annan's plan." Ja'afari reaffirmed the Syrian Government's commitment to the plan and said that he "would like to see everybody else on board." For his part, Russian Ambassador Vitaly Churkin made clear that the Syrian opposition must also follow the plan and "finally formulate their attitude towards political dialogue", stressing that "there can be no political process without political dialogue." Ambassador Li Baodong of China welcomed today's announcement and said that it was "a very important step towards political settlement in Syria and also marks very important progress in Kofi Annan's mediation efforts." The violence in Syria, which began in March 2011 as a protest movement similar to those witnessed across the Middle East and North Africa, has claimed over 8,000 lives, mostly civilians, and displaced tens of thousands.
